To comply with UAE e-invoicing, every in-scope business must appoint an Accredited Service Provider (ASP) from the Ministry of Finance's official list and onboard with it through EmaraTax. Businesses with revenue of AED 50 million or more must appoint one by 30 October 2026 and go live on 1 January 2027. All other in-scope businesses must appoint one by 31 March 2027 and go live on 1 July 2027. The Ministry of Finance listed 69 accredited providers on 19 October 2026, including accounting software vendors such as Zoho, Tally and Wafeq.
This guide explains what an ASP does, the deadlines, what changed in October 2026, and the questions the Ministry of Finance recommends you ask before you sign.
What an Accredited Service Provider does
The UAE uses what the Ministry of Finance calls a Decentralised Continuous Transaction Control and Exchange model, often described as the 5-corner model:
- Corner 1: the supplier issues the invoice in its own system.
- Corner 2: the supplier's ASP validates the data, converts it to the UAE format (PINT AE, based on the Peppol framework) and sends it on.
- Corner 3: the buyer's ASP validates the e-invoice and delivers it.
- Corner 4: the buyer receives it in its own system.
- Corner 5: the ASPs report the tax data to the Federal Tax Authority.
So your ASP is the link between your accounting software and both your customers and the FTA. You cannot send a compliant e-invoice without one. The Ministry of Finance is clear that a PDF, Word document, image, scan or email is not an e-invoice.
The deadlines
These come from Ministerial Decision No. 244 of 2025, as amended by Ministerial Decision No. 66 of 2026:
| Who | Appoint an ASP by | Go live by |
|---|---|---|
| Businesses with revenue of AED 50 million or more | 30 October 2026 | 1 January 2027 |
| Businesses with revenue below AED 50 million | 31 March 2027 | 1 July 2027 |
| Government entities | 31 March 2027 | 1 October 2027 |
Revenue means gross income in your most recent accounting period. A voluntary pilot has been running since 1 July 2026, and businesses can already select and onboard with an ASP through EmaraTax and start exchanging e-invoices.
If you are in the first group, your appointment deadline is days away.
What changed in October 2026
Ministerial Decision No. 197 of 2026 amended the main e-invoicing decision from 1 October 2026:
- 14 business days. An e-invoice or e-credit note must be issued and sent through the system within 14 business days of the transaction.
- Tax Groups. Transactions between members of the same VAT Tax Group are excluded for 24 months from 1 January 2027.
- Other exclusions. These include government sovereign activities, certain airline tickets and related services, international air freight with an airway bill for 24 months, and financial services that are exempt or zero-rated under Article 42 of the VAT Executive Regulation.
- Voluntary use. An excluded business can still use e-invoicing voluntarily. If it does, the rules apply to it, except the penalty decisions.
- Storage. E-invoices, e-credit notes and related data must be kept for the period set by the Tax Procedures Law and produced to the FTA on request.
The accreditation rules for providers were also replaced, by Ministerial Decision No. 168 of 2026.
How to choose an ASP: the Ministry of Finance's checklist
The Ministry of Finance publishes a guide called Considerations for Selecting an Accredited Service Provider. These are the questions it recommends, grouped:
Experience
- How long has it provided e-invoicing services, and how long has it been a Peppol service provider?
- How long has it operated in the UAE, and when was it accredited here?
- Which other countries does it serve, and which emirate is it based in?
The product
- Is the e-invoicing system its own product, or a third party's?
- Will it support you directly, or subcontract support?
- Does it integrate with your current accounting or ERP software? Ask about APIs, data formats and integration help.
- Where is your e-invoicing data stored: in the UAE or overseas?
Compliance and security
- Which certifications does it hold, such as ISO standards?
- How does it protect your data: encryption, access controls, incident response?
Support and price
- What are its support response times and its uptime commitments?
- What is the pricing model: subscription or per transaction? Are there any extra fees?
- Does the contract include the 100 free e-invoices a year each accredited provider must commit to under the accreditation rules?
The future
- How easily will it scale as your volumes grow, and what is on its roadmap?
Start with your accounting software
For most small businesses, the simplest route is an ASP that already connects to the accounting software you use. Several accounting software vendors are themselves on the Ministry of Finance's list, including Zoho Software Trading LLC, Tally Software Solutions FZCO and Wafeq FZ-LLC. If your software provider is accredited, ask:
- whether e-invoicing is included in your edition or charged separately
- how invoices, credit notes and buyer details flow from your software to the ASP
- what happens to invoices the ASP rejects, and how you are told
If your software provider is not accredited, ask which accredited ASPs it integrates with. Our comparison of Zoho Books, Xero and QuickBooks for UAE businesses covers what else to check in your software.
Get your data ready
An ASP can only send what your system gives it. Before your go-live date:
- make sure every customer record has the right legal name and Tax Registration Number (TRN)
- check your invoices include the mandatory fields in the Ministry of Finance's PINT AE field list
- clean up your product and service descriptions and VAT codes
- agree who in your team handles rejected invoices and credit notes
- run test invoices with your ASP well before the deadline
Penalties
Penalties apply from the date you are required to implement e-invoicing, not before. Cabinet Decision No. 106 of 2025 originally set fines including AED 5,000 per month for failing to implement the system or appoint an ASP on time, and AED 100 per e-invoice or e-credit note not issued on time, capped at AED 5,000 per month. The Ministry of Finance's October 2026 programme summary lists that decision as repealed and replaced by Cabinet Decision No. 173 of 2026, so confirm the current amounts with the Ministry of Finance or FTA. Our e-invoicing deadlines guide covers the wider rules.

Frequently asked questions
What is an Accredited Service Provider in UAE e-invoicing? A service provider accredited by the Ministry of Finance to issue, validate, exchange and report e-invoices in the UAE format. Every in-scope business must appoint one, and the supplier's and buyer's ASPs exchange invoices and report tax data to the FTA.
When do I need to appoint an e-invoicing ASP? By 30 October 2026 if your revenue is AED 50 million or more, and by 31 March 2027 if it is below AED 50 million. Government entities must appoint one by 31 March 2027.
How many accredited e-invoicing providers are there in the UAE? The Ministry of Finance listed 69 Accredited Service Providers and 3 pre-approved providers on 19 October 2026. The list is updated as new providers are accredited.
Is Zoho an accredited e-invoicing service provider in the UAE? Zoho Software Trading LLC was on the Ministry of Finance's list of Accredited Service Providers when we checked on 20 October 2026. Ask Zoho how e-invoicing works with your Zoho Books edition.
Are e-invoicing ASP services free? Accredited providers must commit to providing 100 free e-invoice exchange and reporting services a year to each end user. Beyond that, pricing varies by provider, so compare subscription and per-transaction models.
Is a PDF invoice an e-invoice in the UAE? No. The Ministry of Finance says unstructured formats such as PDF, Word documents, images, scans and emails are not e-invoices. An e-invoice is structured data exchanged through ASPs.
